If you want to practice good bed bug control then it starts with good prevention. If you can prevent bed bugs from coming into your home and if you closely inspect any luggage with heavy scrutiny, it will keep them out of your home. This is especially important if you are returning from a long trip overseas or from a third world country or even a highly populated city.
You should not pick up any discarded furniture; any old or discarded furniture on the sides of the road will be needed. It is essential to machine dry any clothing or fabrics. The temperature in the drier will be high enough to kill any bed bugs. If you find bed bugs in your luggage it will be easier to find and kill them in a bathroom than in your bed room. If you already have bed bugs in your home then you will need to do every possible treatment you can find short of fumigation for bed bug control. Bed bugs are very resilient and you will have to be deal with them rigorously.

Inspect and always machine wash and machine dry any clothing or fabrics in your home. You might also want to get a new pillow if you find bed bugs in your home. Bed bugs are able to chew their way through almost any fabric and some mattresses. Getting rid of any messes on your floor and clutter is required for controlling them.
